La decisione comunicata dal Tesoriere della Repubblica Veneta Selena Veronese. Gianluca Busato: “Giusto premiare maggiormente chi ha creduto in noi in un momento più difficile”

[Padova, 1 aprile] – Dopo la Certificazione internazionale sul Referendum di indipendenza del Veneto conclusa con successo con la consegna del final report a Venezia lo scorso sabato 28 marzo, il Tesoriere della Repubblica Veneta Selena Veronese annuncia che a partire da oggi il premio sull’acquisto di Bond Veneti viene diminuito del 50%, portandolo da 10 volte a 5 il prezzo di acquisto.

I Titoli di Stato emessi nel 2014 per un totale di 20 milioni di euro sono i Buoni Federali Costitutivi(BFC), con tagli previsti da 1.000,00 € (ora acquistabili a 200,00 €) e da 10.000,00 € (ora acquistabili a 2.000,00 €).

I BFC saranno pagabili dopo sei mesi dalla piena indipendenza della Repubblica Veneta, equivalente al riconoscimento da parte della UE, o di almeno 10 stati esteri fra cui o gli Stati Uniti d’America o la Federazione Russa. Per prenotazioni: http://blog.plebiscito.eu/bond/

L’esigenza di finanziamento delle attività di strutturazione della Repubblica Veneta, particolarmente onerose nella fase di transizione in atto, sarà quindi facilitata grazie al prestito che sarà fatto alla Repubblica Veneta direttamente da investitori veneti ed esteri.

La decisione dell’abbassamento del premio è una naturale conseguenza dell’apertura formale delle relazioni volte al riconoscimento della Repubblica Veneta da parte dei governi e delle organizzazioni intergovernative di tutto il mondo in seguito al conseguimento del primo riconoscimento internazionale formale della validità, legittimità e democraticità del referendum di indipendenza del Veneto del 16-21 marzo 2014.

Ora le condizioni sono più favorevoli ed è atteso un maggior numero di persone che sostengono la Repubblica Veneta.

Il prestito che sarà fatto alla Repubblica Veneta direttamente da investitori veneti ed esteri permetterà di assolvere alle esigenze di finanziamento delle attività di strutturazione della Repubblica Veneta, che risultano particolarmente onerose nell’attuale fase transitoria in atto.

I bond veneti prenotati fino a tutto il 31 marzo 2015 vedranno riconosciuto sempre il premio precedente di 10 volte rispetto al prezzo di acquisto.

Si precisa che l’acquisto rappresenta a tutti gli effetti una donazione al fine di tutelarsi dall’arroganza e immoralità che lo stato italiano ancora esercita contro il Veneto.
Non si tratta in alcun modo di una forma di sollecito al risparmio o all’investimento. Non vi sono garanzie di rendita di nessun tipo, in quanto trattasi di donazione per aiutarci nel progetto di piena indipendenza della repubblica veneta.

Gianluca Busato ha commentato: “la scelta della Tesoreria è saggia e premia chi ha creduto in noi in un momento in cui era più difficile farlo. Il silenzio di questi giorni testimonia il terrore della partitocrazia italiana di fronte ad un cambio di livello inaspettato. Questo è niente rispetto a ciò che ci attende a breve”.

In Venice, on the 28th of March 2015, the Commission of International Observers has delivered to Plebiscito.eu the Final Report on the Referendum, held in Veneto from the 16^th to the 21^st of March 2014. Gianluca Busato states: “The plebiscitarian majority for the independence of Veneto, now is politically binding. We will move to the international level. “

[Venice,30^th of March 2015] – On the 28^th of March 2015, in the beautiful setting of the Fireplace room at Ca ‘Vendramin-Calergi in Venice, a new page of history has been written: the International Observers Commission (IOC) delivered the Final Report on the referendum for the independence of Veneto, held from the 16^th to the 21^st of March 2014.

The event, introduced and moderated by prof. Romano Toppan, saw the contributions from the IOC, chaired by the former Ambassador of Georgia in Italy, dr. Beglar Davit Tavartkiladze and the President of the Organizing Committee of the Referendum, Plebiscito.eu, dr. eng. Gianluca Busato. After the end of the ceremony, the IOC was saluted with a thanksgiving cocktail and musical farewell in the adjacent Regia room.

The IOC, comprising observers from different nations of the world (including the United States, the Russian Federation, Ukraine, Syria, Moldova, Georgia, Czech Republic) and representatives of an arc of plural political orientations, has been selected by the president of the Commission (invited by the Organising Committee for the purpose of the referendum), according to the principles laid down by the EU Commission Communication 191 on assistance and monitoring during the elections.

Among the appointments within the Commission, we quote some senior figures, including: Dr. George Kurdadze (Georgia, Transatlantic Studies Center, NATO Project), Dr. George Chikovani (USA, Founder member and Director of the Board Conflict Management International Institute Corp., Harvard Project), Dr. Franco Barion (Italy), Dr. Valekh Shakhverdiev (Ukraine), Dr. Khyzir Ugurchiev (Russian Federation), Dr. Najwa Zerik (Syria), Dr. Sergey Dedanin (Czech Republic ), Dr. Zviadi Tsaguriya (USA). Some observers have had to resign during the course of the operations because of other working abroad reasons or health problems: Dr. John Stancarone (Italy) and Dr. Robert De Jong, Netherlands).

The Final Report of the IOC is composed of a long relationship which has analyzed every step of the referendum:

• the introduction explained how the referendum had come to be announced and how the IOC was made up, in accordance with the principles of the international organizations in the field of elections and referendum;
• the recognition of the legal basis of the referendum;
• the analysis of the voters’ database;
• the citizens’ code to vote generation procedure;
• the technical features of the platform;
• the reliability of the data;
• the analysis of the preparatory stages of the referendum;
• its voting procedure;
• the verification of the results;
• a punctual analysis of any irregularity or difficulty that could had affected the validity of the vote, confirming the final vote of more than 2.3 millions of Venetians with voting right, of which the 89.10% voted “Yes” for the independence.

The conclusions are summarized as follows:

“The IOC performed a series of checks on the organizational level of the referendum, in order to guarantee the vote to be authentic, free and legitimate.

It was found that the votes were carried out under a responsible and transparent method and that the voting system provided a real choice to the voter.

The elections have been conducted in a free environment: voters have been able to express a preference, free and far away from any intimidation, violence or administrative interference.

It was ensured the secrecy of the vote, except for limited cases of persons who were unable to cast their own vote electronically without assistance.

In addition, the vote count was honest, without the possibility of alteration, and the proclamation of the vote was timely.

The observers were free to check, directly and indirectly, all the stages of the voting process before, during and after the referendum.

The IOC, analyzing all the elements above, finds out that the Referendum for the Independence of Veneto, which took place from the 16^th until the 21^st of March 2014, was held according to the principles required by the international organizations and, in particular, the principles of the CSCE/OCSE Document of the Copenhagen Meeting of the 26^th of June 1990.

The IOC considers that the use of electronic voting in a controlled environment, such as the Internet, provides greater security and secrecy than what the conventional systems may do and that the telematics procedure of this Referendum is innovative, since it minimizes the possibility of electoral fraud.

The IOC considers that the minor irregularities and some difficulties before and during the vote can be minimized through the creation of a permanent federal structure, in order to better organize the process of e-voting.

The IOC President invited its members to meet in Venice, in order to discuss the recommendations of the Final Report, on the 27^th and 28^th of March 2015.

The Final Report of the IOC, after his presentation to the press by its President, was then signed by the international observers present in the majority and delivered to the President of the Organizing Committee of the Referendum, Plebiscito.eu, mr. Gianluca Busato, who has so commented: “The IOC, in accordance with the provisions of the international law, confirms the free and democratic expression of popular sovereignty of the Venetian People in favour of the independence of the Venetian Federal Republic, with a voting majority which is ‘plebiscitarian’ and unequivocal. Today the referendum for the independence of Veneto officially becomes an institutional and politically binding fact “.

“Plebiscito.eu thanked the IOC for its high professional and ideal practice that allowed the Venetian People to exercise and see recognized its right to self-determination, in accordance with the principles, standards and procedures prescribed by the international law.”

‘We can assume as definitively ceased all the needs to carry out any other institutional verification of the will of the Venetian People, because every other attempt to play a new regional referendum would be useless, harmful and disrespectful of the already certified popular sovereignty. Now officially starts a phase of relationships together with all the states and the international organizations towards the recognition of the independence of the Venetian Republic”

[Venezia, 30 marzo 2015] – Sabato 28 marzo scorso a Venezia, nella splendida cornice della Sala Caminetto di Cà Vendramin Calergi, si è tenuta la storica cerimonia della consegna della Relazione Finale degli Osservatori Internazionali sul Referendum per l’indipendenza del Veneto svolto dal 16 al 21 marzo 2014. L’evento, introdotto e moderato dal prof. Romano Toppan, ha visto gli interventi della Commissione degli Osservatori Internazionale (COI) presieduta già Ambasciatore della Georgia in Italia dott. Beglar Davit Tavartkiladze e del Presidente del Comitato Organizzatore del Referendum Plebiscito.eu dott. ing. Gianluca Busato. Dopo la cerimonia si è quindi svolto nell’adiacente Sala Regia un rinfresco di ringraziamento con cocktail musicale di commiato.

Il COI, composto da osservatori provenienti da diverse nazioni del mondo (tra le quali Stati Uniti d’America, Federazione Russa, Ucraina, Siria, Moldova, Georgia, Repubblica Ceca), e rappresentanti un arco plurale di orientamenti politici, è stato selezionato dal Presidente invitato allo scopo dal Comitato Organizzatore del Referendum secondo i principi previsti dalla Comunicazione 191 della Commissione UE in materia di assistenza e monitoraggio delle elezioni da parte dell’UE.

Tra le nomine all’interno della Commissione citiamo alcuni autorevoli esponenti, tra i quali il Dr. George Kurdadze (Georgia, Transatlantic Studies Center, NATO Project),  Dr. George Chikovani (USA, Founder member and Director of the Board Conflict Management International Institute Corp., Harvard Project), Dr. Franco Barion (Italia), Dr. Valekh Shakhverdiev (Ucraina),  Dr. Khyzir Ugurchiev (Federazione Russa), Dr.ssa Najwa Zerik (Siria),  Dr. Sergey Dedanin (Repubblica Ceca), Dr. Zviadi Tsaguriya (USA). Alcuni Osservatori nel corso delle operazioni hanno dovuto rinunciare all’incarico per ragioni di lavoro all’estero e di salute: Dr. Giovanni Stancarone (Italia), Dr. Robert De Jong, Olanda).

Il Final Report del COI si è composto di una lunga relazione che ha analizzato ogni fase del referendum, dall’introduzione che ha spiegato come si era arrivati ad indirlo e come si era costituito il COI secondo quanto previsto dai principi delle organizzazioni internazionali in tema di elezioni e referendum, al riconoscimento della base giuridica del referendum, all’analisi del database degli elettori, della procedura di assegnazione del codice di voto ai cittadini, alle caratteristiche della piattaforma, all’affidabilità dei dati, all’analisi delle fasi preparatorie del referendum, della sua procedura di voto, alla verifica effettuata sull’analisi dei risultati del voto che ha confermato il voto di oltre 2,3 milioni di veneti aventi diritto, di cui l’89,10% ha votato Sì all’indipendenza e a un’analisi puntuale delle eventuali irregolarità o delle difficoltà che avessero potuto inficiare la validità del voto, sino alle conclusioni che sinteticamente vengono riportate di seguito.

“La Commissione degli Osservatori Internazionali ha eseguito una serie di controlli sul piano organizzativo per garantire che questo garantisse il voto autentico, libero e legittimo.
È stato constatato che le votazioni sono state effettuate in modo responsabile e trasparente e che il sistema di votazione forniva una reale possibilità di scelta.
Le votazioni sono state svolte in un ambiente libero: gli elettori hanno potuto esprimere la preferenza, liberi da intimidazioni, violenze o interferenze amministrative.
È stata assicurata la segretezza del voto ad eccezione dei limitati casi di persone non in grado di esprimere il voto telematicamente senza assistenza.
Inoltre, il conteggio dei voti è stato onesto, senza possibilità di alterazioni, e la proclamazione dei voti è stata tempestiva.
Gli osservatori sono stati liberi di verificare, direttamente e indirettamente, tutte le fasi del processo di votazione prima, durante e dopo il periodo referendario.
Il Comitato degli Osservatori Internazionali, analizzando gli elementi sopraindicati, constata che il Referendum per l’Indipendenza del Veneto che ha avuto luogo dal 16 fino al 21 marzo 2014 compreso si è svolto secondo i principi richiesti dalle Organizzazioni Internazionali, ed, in particolare, secondo i principi del CSCE/OCSE Document of the Copenhagen Meeting, 26/06/1990.
Il Comitato degli Osservatori Internazionali considera che l’uso del voto elettronico in un ambiente controllato, come internet, crea più sicurezza e segretezza e che la procedura telematica applicata al Referendum è innovativa e minimizza la possibilità di brogli elettorali.
Il COI considera che le trascurabili irregolarità ed alcune difficoltà prima e durante la votazione possano essere minimizzate attraverso la creazione di una struttura federale permanente al fine di organizzare al meglio il processo di e-voting.
Il Comitato degli Osservatori Internazionali ha invitato i propri membri ad incontrarsi a Venezia, al fine di discutere le raccomandazioni del Rapporto Finale, il 27 e 28 marzo 2015.

La Relazione Finale del COI, dopo la sua presentazione alla stampa da parte del Presidente del COI è stata quindi firmata dagli Osservatori Internazionali presenti in maggioranza e consegnata al Presidente del Comitato Organizzatore del Referendum, Plebiscito.eu, Gianluca Busato, che ha commentato: “la Commissione degli Osservatori Internazionali, nel rispetto di quanto previsto dal diritto internazionale, conferma l’avvenuta libera e democratica espressione della sovranità popolare del Popolo Veneto a favore dell’indipendenza della Repubblica Federale Veneta con una maggioranza plebiscitaria e inequivocabile. Il Referendum per l’indipendenza del Veneto oggi diviene ufficialmente un fatto istituzionale e politicamente vincolante”.

“Plebiscito.eu ringrazia il COI per l’alto esercizio professionale e ideale che ha permesso al Popolo Veneto di esercitare e vedere riconosciuto il proprio Diritto di Autodeterminazione nel rispetto dei principi, delle norme e delle procedure previste dal diritto internazionale”.

“Possiamo ritenere cessata definitivamente ogni esigenza di svolgimento di qualsiasi altra verifica istituzionale della volontà del Popolo Veneto, ogni altro tentativo di svolgere un nuovo referendum regionale sarebbe oltreché inutile dannoso e irrispettoso della sovranità popolare certificata. Ora si apre ufficialmente una fase di relazioni con gli stati e le organizzazioni internazionali volte al riconoscimento dell’indipendenza della Repubblica Veneta”.

Venice was not chosen by chance: more than being the capital of the Serenissima Republic, it is a city which now is ready to come back as a new strategic centre for the whole planet Earth.

One year after the referendum for the independence of Veneto (digitally held from the 16th to the 21st of March 2014) that raised many passionate debates both nationally and internationally, on Saturday the 28th of March 2015 from 03.30 PM to 06.00 PM, in the room Camino and Regia of Ca Vendramin Calergi – Venice, there will be a specific ceremony for the delivery of the international politic Final Report Certification on the referendum.

[Venice, March 26th, 2015] – The referendum committee Plebiscito.eu announced that the certification procedure has been carried out by a committee of international observers headed by the former Ambassador of Georgia in Italy, dr. Beglar Davit Tavartkiladze and composed of observers from different nations of the world (including the United States, the Russian Federation, Ukraine, Syria, Moldova, Georgia, Czech Republic) and representatives of a plural arc of political orientations.
The Plebiscite was convened by the referendum committee Plebiscito.eu in collaboration with different municipalities of Veneto, under the Resolution n° 44/2012 of Veneto Region and freely took place from the 16th to the 21st of March 2014.

“The certification procedure was conducted in compliance with the dictates of the international law and the provisions of the international organizations who are responsible for monitoring the regularity and democratic nature of the vote during the elections. Especially, the compliance with the provisions of the OSCE standards on elections and referendum has been assessed”, explains the engineer mr. Gianluca Busato, president of Plebiscito.eu.

The question put to every citizen resident in Veneto, in deference to the extensive and not ethnic principle of nationality including the legal residence, was as follows: “Would you like Veneto to become an Indipendent and Sovereign Federal Republic? Yes or no? “.
The participation in the referendum and the answer to the question was made via internet and telephone. Several international observers were invited to monitor the referendum for its entire duration.
At 07.00 PM of the 21st of March 2014, the final result of that referendum was the following:

VALID VOTES: 2,360,235, accounting for the 63.23% of those entitled to vote;
YES: 2,102,969, equal to the 89,10% of the valid votes cast;
NO: 257 266, representing the 10.90% of the valid votes cast;
INVALID VOTES: 6,815, corresponding to the 0.29% of the valid votes cast.

“This event is a key element to strengthen the scope of the referendum for independence of the Veneto, after its trustworthiness had been questioned by some national newspapers while a subsequent survey conducted by Demos confirmed the high voter turnout.” Says mr. Gianluca Busato.

The results of the referendum have been collected into a database that was later scientifically and technically verified by an italian informatic company leading the market both nationally and internationally, that is the Engineering Ingegneria Informatica Spa who, on the 20th of December 2014 has issued an “Assessment on the reliability level of data” with the following results: … “All analytical activities” … “have shown that the examined data can be considered sufficiently reliable, as there are no detectable traces of corruption and / or alteration.”

The digital referendum is thus an example of a great innovation which is technological, conceptual, political, democratic and civic, too. To report the words of the Indo-American researcher and international renowned geopolitical and strategic consultant mr. Parag Khanna: “ it allows not only Veneto, but the whole world to make an evolutionary leap into a new form of interconnected civilization”, specifies mr. Busato.

The certification of the votes of the referendum proves then the final piece that will allow the Delegation of Ten (elected together with the referendum itself and lead by the eng. mr. Gianluca Busato) to formalize various international relations with all those foreign government institutions and intergovernmental bodies which are relevant to recognize the results of the referendum. The debate will focus also on the new perspectives opening to Veneto the light of some large international financial investment for the realization of the new silk roads within 2025, which will see Venice and Veneto to become (even if we would prefer to use the form “to come back as”) a strategic hub and center of gravity for the international trades.

The ceremony will be presented and moderated by prof. mr. Romano Toppan, expert of International Programs of Local and Sustainable Development in many italian regions and abroad, particularly in the context of the activities of the ‘International Labour Organization, the Council of Europe and the European Organization.

Considerations on the consequences of the referendum for the independence of Veneto

Plebiscito.eu wants to explain how the answer to the question implied a will which is binding and explicit, to transform the current administrative italian region called “Veneto” (seen in its current boundaries which have not been determined by the Venetian people but boundaries within which the Venetian people is residing for centuries) into an independent statehood entity with its own sacred sovereignty, just like all the other nations of the world, being moreover federated inside itself, following the Venetian Republic pattern for the forms the democratic will of the Venetian people intends to give to its welcome back mother country.
“Among other things, there are no alternative ways of pronouncement for the Venetian People on its right of self-determination, as required by art. 1 c.2 of the UN Charter and even sanctioned by the same Italian law n. 881 of 1977 which ratified the International Covenant of New York of 1966, violated in its own dictation after the Italian government has prevented any further attempt of institutional pronouncement for the Venetian People through its Council of Ministers: the italian Constitutional Court, through its own resolution of the 8th of August 2014, challenged the regional law of Veneto n. 16 of 19th of June 2014, whose main aim was to call for a new referendum for the independence of Veneto”, says Plebiscito.eu.
